Peter E. Archibald, Chief Executive Officer
Mr. Peter E. Archibald is the Chief Executive Officer of OAK Management, Inc. Beginning with the predecessor company, Electronic Innovators, Inc. in 1998, Mr. Archibald has advanced from Director of Business Development to Chief Operating Officer to CEO of OAK Management in 2001.
Before joining OAK Management, Mr. Archibald worked at ADI Technology, Inc. as a Program Manager in their submarine systems engineering group. Work at ADI was preceded by service as an Assistant Project Manager in the National Oceanic and Atmospheric Administration’s Systems Acquisition Office, responsible for modernization of several of NOAA’s Fisheries Research Vessels. Prior to Government service, Mr. Archibald managed development of machinery control system designs and simulators for the US Navy for DDG51, CG47 and AOE6 Class ships at PDI Corp. Earlier work included management and technical support to the DDG51 acquisition program and the FFG7 acquisition program at Advanced Technology, Inc. and Tracor Applied Science, Inc., respectively.
Mr. Archibald graduated from the New York State Merchant Marine Academy at Fort Schuyler in 1982. He was certified as a Contracting Officer’s Technical Representative for NOAA for major systems acquisitions, and obtained status as a Certified Quality Engineer.
John F. O'Mara, Vice President
John F. O’Mara graduated from the United States Merchant Marine Academy in 1982, earning a B.S. in Marine Engineering and his USCG Third Assistant Engineers License, Unlimited Horsepower for Steam and Motor vessels. He spent two years sailing for Sun Transport, Inc. in their coastal fleet where he upgraded his license to include certification as a Chief Engineer of Motor vessels, less than 6000 HP. Mr. O’Mara entered the naval ship engineering workforce in 1984 as a Project Engineer with Advanced Technology, Inc. where he supported NAVSEA PMS 400D during Contract Design, Detailed Design and Construction phases of the DDG 51 Class destroyer. Mr. O’Mara joined PDI Corp. in 1989 as a Program Manager where we managed the company’s DDG 51 and AOE 6 Machinery Control System design support efforts and the Damage Control Asset Management Software design and development effort. Mr. O’Mara joined OAK Management, Inc. in 1998 as Program Director of the Engineering Technology Directorate where he managed the company’s engineering efforts, including all damage control related software application development. These efforts included design development efforts for US Navy Machinery Control Systems and the development of the enhanced Damage Control Action Management System (eDCAMS) for the LPD 17 Class ships. Mr. O’Mara is presently Vice President at OAK Management.
Dan Kimberlain, Vice President
Dan Kimberlain is a native of South Carolina and a graduate of Wofford College in Spartanburg, South Carolina. He retired as a Commander from the U.S. Navy in 2000 after having served a career as a Surface Warfare Officer. In the Navy he served in a variety of ships and stations to include: USS WAINWRIGHT (CG 28), USS KIDD (DDG 993), USS IOWA (BB 61), and USS PETERSON (DD 969). He qualified as an engineering officer in 1200 PSI steam, 600 PSI steam multi-plant, and in gas turbines. He was also qualified as a Tactical Action Officer and for Command at Sea. Ashore he served as the director of the Firefighting, HT-A, and CBRD schools at Naval Damage Control Training Center in Philadelphia, and as a Command and Control staff officer for NATO at SACLANT, Norfolk where he was a member of the Allied Data Systems Interoperability Agency. He retired from Naval Sea Systems Command where he was head of the Auxiliary and Crew Systems Group (SEA 05L) where he was responsible for fluid systems, damage control systems, Human Systems Integration, and air conditioning and refrigeration systems. He is a graduate of the Armed Forces Staff College and has completed the Georgetown University certificate program in Government Operations. Mr. Kimberlain is presently Vice President of Acquisition Technologies at OAK Management supporting the DDG 51 program.
Jeff Peter, Vice President
Jeff Peter graduated from the Iowa State University in 1993, earning a B.S. in Mechanical Engineering. He spent three years in a cooperative education program to develop and support the NASA Space Shuttle Improved Auxiliary Power Unit program. Mr. Peter served in the US Navy as a commissioning crew member of the USS RUSSELL (DDG 59) and on the USS CAPE ST GEORGE (CG 71). He entered the naval program/acquisition management workforce in 2000 for ANADAC, Inc. where he supported NAVSEA PEO SHIPS AM functioning as the team leader for 12 different combat systems under the AEGIS Systems Acquisition Division. He was promoted to Availability task manager in support of PEO SHIPS F, providing operational life cycle management of Combatant, Amphibious, Command and Auxiliary ships for the PMS 470 program office. He was again promoted to Gulf Coast General Office Manager/Program Manager supporting NAVSEA PMS 400D/SSGC DDG 51 providing engineering, production support, quality assurance, program level electrical engineering, all inclusive Integrated Logistics Support (provisioning, LSA, PMS, training, technical manual support, design change management, etc.), as well as configuration and material (GFE/CFE/INCO) management.
Mr. Peter joined OAK Management, Inc. in 2005 and is the Program Director of the Systems Engineering Directorate. The Directorate’s focus is to provide acquisition/program management as well as engineering, scientific and other technical services for the company’s Navy and NOAA clients.
Gary A. Storm, Member, Board of Directors
Mr. Gary A. Storm is the Director, Surface Navy, Sea Based Missile Defense and International Programs, Lockheed Martin Maritime Systems and Sensors (MS2). Prior to assuming his current position Mr. Storm was Director, Strategic Development, MS2. Other positions in Lockheed Martin have included the Director, Business Transformation Team charged with transforming five operating companies into one operating enterprise. Mr. Storm was also Director, Surface Navy, Coast Guard and Missile Defense Programs, Lockheed Martin Corporate Washington Operations and Manager, Washington Operations for Surface Navy Programs.
Before joining Lockheed Martin Mr. Storm had retired from the United States Navy as a Captain after a 30 year career that included nine sea tours in combat systems and propulsion engineering on cruisers, destroyers and frigates, including command of USS Aubrey Fitch (FFG 34) and USS Ticonderoga (CG 47)
Mr. Storm served ashore as the Aegis Cruiser/Destroyer Program Resource Sponsor and Budget Coordinator in the Office of the Chief of Naval Operations; Head Electronic Combat and Cryptology, Office of the Chief of Naval Operations; and as Deputy Director, Surface Combat Systems Division in the Office of the Chief of Naval Operations. While serving as Deputy Director of the Surface Combat Systems Division, Mr. Storm was Chairman of NATO Project Group 35 responsible for developing Unmanned Aerial Vehicle systems for surface combatants in NATO navies. He was also the Director, Division of Professional Development at the United States Naval Academy and Commander, Aegis Training and Readiness Center, where he retired from the Navy in July 1998.
Mr. Storm graduated from the United States Naval Academy in 1968 and earned a Master of Science degree in Mechanical Engineering with honors from the U.S. Naval Postgraduate School. He was a lecturer in Mechanics and Physics for two years at the Royal Naval Engineering College in Plymouth, England.
Mitchell E. Steller, Vice President, Maritime Management Consulting Division
Mitch Steller, Vice President of OAK’s Maritime Management Consulting Division and formerly a Senior Partner in the Transportation Group at Mercer Management Consulting, is a specialist in maritime operations and management. For over 30 years, he has consulted to the Shipbuilding and Ship Repair Industry and the Cruise Industry, and he has analyzed the liner industry, conducted port studies, assisted commercial ship owners and operators in the operational aspects of their companies, and conducted studies of the offshore oil exploration and recovery industry. In the maritime industry, Mr. Steller has assisted clients in three major areas: process reengineering and organization transformation to structure clients’ entry into new markets, project development and management, and operations improvement.
Before joining Mercer, Mr. Steller sailed in the U.S. Merchant Marine as both a Third Mate and a Third Assistant Engineer. Mr. Steller also worked at General Dynamics Electric Boat Division, where he was responsible for the acceptance test program of two nuclear submarine program prototypes, including the Trident submarine.
Mr. Steller received a B.S. in marine engineering and marine transportation from the United States Merchant Marine Academy, an M.S. in naval architecture and marine engineering from the Massachusetts Institute of Technology, and an M.B.A. from the Harvard Graduate School of Business Administration. He is a registered professional engineer and retired as a lieutenant in the United States Naval Reserve.
Thomas P. Brewton, Division Vice President, Maritime Management Consulting Division
Tom Brewton, Vice President of OAK’s Maritime Management Consulting Division and formerly Partner at Nextera and Mercer Management Consulting, has a background in shipbuilding/repair, supply chain and program management. For the past 20 years, he has consulted to the maritime, transportation and manufacturing industries on assignments ranging from strategy development through shop-floor improvement; program management training and implementation through investment and financial analysis.
Prior to his consulting work, Mr. Brewton was with ComputerVision as worldwide marine industry manager; and, Bethlehem Steel’s Shipbuilding Division, where he held a number of management positions in production and engineering. He holds a BS from Webb Institute of Naval Architecture and an MBA from Loyola College in Maryland.
